RTCG staff on minimum wage while managers get a raise

According to the latest draft of the Collective Agreement, most employees at RTCG will remain at the level of the national minimum wage, while managers—who already have high salaries—will receive significant pay increases, the RTCG Employees’ Union stated at a press conference.

The Union warned that they are under unprecedented pressure to sign the draft agreement, which they consider unacceptable.

“Under this proposal, workers with secondary education receive no salary increase, most university-educated employees get between 60 and 80 euros more, while managers—who already earn four-figure salaries—are awarded increases of 200 euros or more,” the Union stated.

They added that, in addition, managers are granting themselves bonuses larger than their base salaries—something the Ministry of Finance has also recently flagged.

The Union expressed concern that the new Collective Agreement introduces a clause allowing for individual termination of employment. According to this clause, for certain more serious breaches of work duties, an employee can be dismissed without disciplinary proceedings, thus denying them the right to defend themselves.

“We see the Collective Agreement as a very dangerous intervention designed to intimidate employees and discipline the disobedient—something that has long been a key management strategy,” said Union president Jadranka Drobnjak.

She reminded the public that in the midst of negotiations, management formed a new union.

“At the same time, the general director threatened our union leadership with stripping us of one-third of our membership. Our members are under daily pressure, blackmail, and threats from management to leave the union and undermine our representativeness,” said Drobnjak.

She added that the management’s goal is to prevent the Union from participating in the negotiation process.

“In a very short time, 50 union members have left under pressure. Those who resist are being stripped of duties approved in production and financial plans—such as filming, business trips, and show production. Positions are being eliminated, and disobedient TV journalists are being reassigned to radio,” she said.
